Iran's powerful Guardian Council on Monday formally certified incumbent President Mahmoud Ahmadinejad as the winner of the June 12 presidential election, whose results have been contested by forces supporting moderate reform candidates former Prime Minister Mir Hossein Mousavi and former Iranian Parliament Speaker Mehdi Karroubi.
After a random recount of 10 percents of the ballot boxes in Tehran and some provinces, the council concluded that election irregularities were not large enough to nullify the results. This is the final decision and there will be no new presidential election.br/

Ten years have passed since the Diet enacted the Basic Law for a Gender-free Society. The law says that in view of a graying population and low birthrate, it is urgent to realize a society in which men and women respect each other's rights and share responsibilities while giving full play to each person's individuality and ability. Land prices have dropped across Japan for the first time in four years, testifying to the severe effect of the global financial crisis on the domestic real estate market, according to data released Wednesday by the National Tax Agency.

Shinsei Bank and Aozora Bank said Wednesday they have reached an agreement to merge in October next year to create Japan's sixth-largest banking group with total assets of over ¥18 trillion.
The two loss-making lenders largely owned by U.S. private equity investors set the merger ratio at 1-to-1, with Shinsei to be the remaining company. The new bank will have Norito Ikeda, 61, former president of Ashikaga Bank, as its first president, they said.br/

MOSCOW (A.A) - Turkish Foreign Minister Ahmet Davutoglu said
Thursday the normalization process between Turkey and Armenia and Minsk Group's
efforts to solve the Azerbaijani-Armenian dispute have created a positive
atmosphere in the Caucasus.
Speaking to Turkish reporters following his meeting with Russian Foreign
Minister Sergey Lavrov in Moscow, Davutoglu said that his visit's timing was
crucial.
Since I have assumed the post of Turkish Foreign Minister, I have been
trying to visit countries to which we attach great importance. Accordingly, I had
talks in the States and Germany. I visited Azerbaijan, Pakistan, Afghanistan and
the Turkish Republic of Northern Cyprus (TRNC). Within such a framework, I paid a
one day working visit to Russia and had a chance to go over our relations with
Lavrov, Davutoglu said.
Referring to Turkish-Russian relations, Davutoglu stressed that there is no
political problem between the two countries.
There is a will on both sides to resolve certain technical and bureaucratic
problems, Davutoglu said.
In response to a question on Cyprus, Davutoglu said that Lavrov and he
discussed the issue of Cyprus.
Russia is a member of the United Nations Security Council. We consider
Cyprus to be a matter of the U.N. and do not think that it would be appropriate
to carry Cyprus to another platform. Turkey and Russia share same viewpoints on
Cyprus. The Russians also think that Cyprus should be resolved within the
boundaries of the U.N., Davutoglu said.

ANKARA (A.A) - Turkey and Germany signed an agreement Thursday
to build six submarines for the Turkish Naval Forces.
The deal covers six Class-214 air-independent propulsion (AIP) submarines by
Howaldtswerke-Deutsche Werft GmbH (HDW), a part of the ThyssenKrupp Marine
Systems shipbuilding group.
The new class submarines will improve significantly the capability of the
Turkish Naval Forces to undertake longer under water operations.
Turkish Defence Industries Undersecretariat has said the submarines would be
co-produced with maximum local content at Golcuk Naval Shipyard in Kocaeli,
Turkey.
Defence Minister Vecdi Gonul has also stated that Turkish industrial
participation in the project would be worth around 80 percent of the total value
of the deal.
As the Turkish Type 214 will have a significant amount of Turkish indigenous
systems on board, this variant of the Type 214 will be known as the Type 214TN
(Turkish Navy).
HDW will preassemble structural and mechanical parts of the submarine in
Germany, or classified elements such as the fuel cells and propulsion system and
will then ship them to Turkey.
All electronic and weapon systems, including sensors, communications, and
data processing systems, will be of Turkish design and production.
The signing ceremony brought together senior Turkish and German government
officials, and naval forces commanders, including Gonul, Commander of Turkish
Naval Forces Admiral Metin Atac, Undersecretary of Turkish Defense Industry Murad
Bayar, Undersecretary of German Defense Ministry Thomas Kossendey, Commander of
German Naval Forces Vice-Admiral Wolfgang Nolting and Chief Executive Officer of
HDW Walter Freitag.

MOSCOW (A.A) - Turkish foreign minister said on Thursday that
Turkey was ready to cooperate with Russia in energy projects.
Turkish Foreign Minister Ahmet Davutoglu and his Russian counterpart Sergey
Lavrov held a joint press conference in Russian capital of Moscow on Thursday.
Davutoglu said that Turkey and Russia enjoyed good relations in the areas of
economy, trade, culture and politics and Turkish-Russian relations had the
capacity of solving all problems.
Davutoglu said Lavrov and he discussed Russian Prime Minister Vladimir
Putin's visit to Turkey in the meeting. We expect Russian PM Putin to visit
Turkey soon. I would like to reiterate our prime minister's invitation, he said.
Replying to a question on Russia's inviting Turkey to join the South Stream,
Davutoglu said, there is no obstacle in front of cooperation between Turkey and
Russia. We decided to assess every project especially alternative energy
projects. We are determined to transparently cooperate with Russia in energy
projects like South Stream.
Lavrov said if Turkey wanted to take part in the mentioned project, Russian
technical delegation would build up conditions.
South Stream, a natural gas pipeline to transport Russian natural gas to the
Black Sea to Bulgaria and further to Italy and Austria, is scheduled to be
completed in 2015.
Turkish FM said Lavrov and he also discussed the Caucasus Stability and
Cooperation Platform in the meeting.
Turkey appreciated Russia's efforts for a solution to Armenian-Azerbaijani
issue. We believe that Caucasus will become a region of stability and peace
soon, he said.
Lavrov said Turkey and Russia were exerting great efforts for solution of
issues such as Iran, Iraq and Middle East.
Replying to a question on problems at Russian customs against Turkish goods,
Lavrov said the two parties were continuing talks on the matter.

(BSTDB) loaned USD 40 billion to Turk Eximbank.
BSTDB and Turk Eximbank signed Thursday a loan agreement in Ankara for USD
40 billion with five years maturity which will be utilised for Turkish exporters
and contractors in financement of medium to long term transactions.
Eximbank CEO Ahmet Kılıcoglu told reporters after the signature ceromony
that in an financial environment of low liquidity and high credit costs, this
loan was a big opportunity, adding that they would make sure it would be utilised
in the best possibble way.

ANKARA (A.A) - Turkish state minister said on Thursday Turkish
and French businessmen could work together in Caucasus and the Middle East.
State Minister Zafer Caglayan received the French Business Confederation
(MEDEF) delegation at Foreign Trade Undersecretariat in Ankara.
Caglayan said in the meeting that Turkey was a safe haven for foreign
investment and Turkey attracted direct foreign capital of 70 billion U.S. dollars
in the past six years. 18.5 billion U.S. dollars of foreign capital flowed into
Turkey in 2008 when global economic crisis was felt, he said.
The Turkish contracting sector achieved important successes in the recent
years and Turkish contracting companies assumed projects worth 24 billion U.S.
dollars in 2008, Caglayan said.
Turkey has the capacity of being a full member of the EU. Turkey is
determined to become a full EU member, Caglayan said.

TEGELEN (A.A) - Turkish soccer team Galatasaray signed a
three-year contract with Argentine goalkeeper Leo Franco on Thursday.
Franco signed the contract during Galatasaray's ongoing camp at the Dutch
town of Telegen.
Galatasaray said earlier on Thursday that it signed a three-year deal with
Ivorian player Abdul Kader Keita as well.
This is a great honor and big step for me, Franco said, stating that
playing in a world-wide known team like Galatasaray was of great importance for
him.
Franco also said that he had received offers from numerous soccer teams from
Spain, Argentina, England, Germany and Italy, however, he chose Galatasaray as
the opportunities provided by the team were unique.
Leonardo Noeren Franco (32), commonly known as Leo Franco, is a professional
Argentine football goalkeeper.
Franco started his career at Independiente before moving to Spanish Mérida
UD. In 1998, he transferred to Real Mallorca, where he would later become a
regular starter for the club, and win the 2003 Copa del Rey. He was signed by
Atlético Madrid in 2004.
With the Argentina U-20 team, Leo Franco won the 1997 FIFA World Youth
Championship. On 6 May 2006 he was named as a definite squad member for the 2006
World Cup by coach José Pekerman.
Upon expiry of his contract with Atletico Madrid, Leo Franco moved to
Galatasaray as of July 1, 2009.

LEFKOSA (A.A) - President of the Turkish Republic of Northern
Cyprus (TRNC), Mehmet Ali Talat, said special meetings with participation of
guarantor countries, Turkey, Greece and Endland should be held in the later
stages of discussion of Security and Guarantees chapter.
Talat told reporters following his meeting with Greek Cypriot Leader
Demetris Christofias, that this was their position, and no joint decision was
taken yet.
He said they closed the Territory chapter during today's meeting, adding
that there were differences of approach between parties over this issue. He said
they exchanged views on the issue and closed the chapter to be taken up again at
a future date.
He said they would proceed talks with the Security and Guarantees chapter
in their next meeting, on June 9 Thursday adding that the Turkish Cypriot side
wanted to finish this chapter by the end of June.
Talat also said they exchanged views on how to reopen the Yesilırmak Border
Gate, and assigned their representatives to deal with this issue. He said there
were roads to be fixed in the buffer zone and other areas noting that a thorough
preparation phase was required.
Earlier on Thursday, Talat and Christofias met at the buffer zone in Lefkosa
and held a three-hour meeting with the participation of their representatives.
Speaking to reporters following the gathering, UN Secretary General's
Special Representative to Cyprus Taye Brook Zerihoun said there would be a total
of four meetings on July 9, 17, 23 and 30, adding that the ongoing talks would be
recessed until September after the last meeting to be held on August 6.
After the break, the two leaders will get together again on September 3, 10,
17 and October 2, Zerihoun said.
-EXTENSIVE TALKS-
Cyprus talks, which were interrupted when Greek Cypriots rejected a United
Nations (UN) plan (Annan plan for solution of the Cyprus issue) in the twin
referendums held on April 24, 2004, resumed in September 11, 2008 following the
victory of Demetris Christofias, AKEL chairman, in the presidential election held
in Greek Cypriot part of the island.
Talat and Christofias have discussed management and share of power,
property, European Union (EU) issues so far.
-CYPRUS ISSUE-
Cyprus joined the EU as a divided island when Greek Cypriots in the South
rejected the UN reunification plan in twin referendums in 2004 even though the
Turkish Cypriots in the north overwhelmingly supported it.
The promise made by EU foreign ministers before the referendums to end the
isolation of the Turkish Cypriots and establish direct trade with North Cyprus
remains unfulfilled.
Gaining independence from the UK in 1960, Cyprus became a bi-communal
Republic where Greek and Turkish Cypriot constituent communities would share
power guaranteed by the UK, Turkey and Greece. However, reluctant to share power
and pursuing a policy of Enosis (Union) with Greece, Greek Cypriots soon expelled
Turkish Cypriots from power and terrorised and ghettoised them.
Decades long armed attacks on the defenseless Turkish Cypriots culminated in
1974 when an Athens-backed Greek Cypriot military coup on the island led to
Turkey's military intervention. Although the Republic of Cyprus as described in
the 1959 agreements is no longer there, Greek Cypriots continue to enjoy this
title and international recognition while the Turkish Republic of Northern
Cyprus, a fully democratic government representing Turkish Cypriots, still
suffers under an unfair political and economic blockade.

ISTANBUL (A.A) - Turkish Transportation Ministry's Directorate
General of Civil Aviation (SHGM) declared on Thursday that Turkey signed
bilateral air transportation agreements with 21 countries during the first half
of 2009.
SHGM officials said that Turkey, whose domestic flight network expanded
thanks to the re-opening of idle airports and arrangement of cross flights,
started conducting flights to new destinations abroad after signing bilateral air
transportation agreements with numerous countries.
During the first 6 months of 2009, Turkey made civil aviation agreements
with Lebanon, China, Vietnam, Canada, Kenya, Egypt, Russia, Thailand, Iran,
Kyrgyzstan, Turkish Republic of Northern Cyprus, Ukraine, Macedonia, Greece,
Japan, Serbia, Qatar, Mali, Gambia, Somalia and Union of Comoros.
Accordingly, the number of countries with which Turkey has bilateral
aviation agreements rose up to 97 and the number of international flight
destinations increased to 109.
On the other hand, Turkey is getting prepared to host the Air Services
Negotiation Conference of the International Civil Aviation Organization (ICAO)
in autumn 2009.
The conference, which will be held in Istanbul between September 28 -
October 2, is expected to bring together representatives of 190 ICAO-member
countries.

ANKARA (A.A) - Turkey's chief negotiator for EU talks received
French businessmen delegation in Ankara on Thursday.
Turkish State Minister and Chief Negotiator for EU talks Egemen Bagis had a
meeting with the French Business Confederation (MEDEF) delegation, headed by
Henri de Castries--the chairman of the AXA Group Management Board.
Turkish-French relations were deep-rooted and the two countries were working
cooperatively in several international platforms, Bagis said.
MEDEF was of great importance for economic relations between the two
countries and French businessmen should do more business in Turkey, he said.
Castries said they were visiting Turkey with a crowded delegation and it was
an indication of great interest in Turkey.
Meanwhile, Bagis's meeting with Syrian Ambassador to Turkey Nida Kabalan was
cancelled.

ANKARA (A.A) - Turkey will take over the chairmanship of the
Conference on Interaction and Confidence-Building Measures in Asia (CICA).
A press release issued Thursday by the Turkish Foreign Ministry said
President of Kazakhstan Nursultan Nazarbayev recently offered Turkish President
Abdullah Gul to hand over the CICA Chairmanship which had been assumed by
Kazakhstan since the launch of the organization.
The said offer is a manifestation of the perfect relations between
Kazakhstan and Turkey and also President Nazarbayev's trust that Turkey will
carry the CICA process forward, said the Foreign Ministry.
Turkey will take over the CICA Chairmanship, during a summit which Turkey
will host in June 2010, until 2012.

Conference on Interaction and Confidence-Building Measures in Asia (CICA) is
a multi-national forum for enhancing cooperation towards promoting peace,
security and stability in Asia.
It is a forum based on the recognition that there is close link between
peace, security and stability in Asia and in the rest of the world.
The first summit of the CICA was held in 2002. The idea was proposed by
Kazakhstan at the end of the Cold War and at the time of shifting geopolitics,
provided a timely opportunity for the Asian nations to address modern challenges
to the international peace and stability and set out the vision to tackle them.
The fledgling forum's main purpose is bringing peace to all, including
bringing together seemingly irreconcilable countries and interests, - like India
and Pakistan, Iran, Palestine and Israel, among others.
The 2002 gathering, taking place amid heightened tensions in South Asia and
elsewhere, provided a unique occasion for leaders of India and Pakistan to sit in
the same room and to hear each other speak directly.

LEFKOSA (A.A) - Turkish and Greek Cypriot leaders have
completed their first review on the territory issue within the framework of the
ongoing peace talks in Cyprus.
President Mehmet Ali Talat of Turkish Republic of Northern Cyprus (TRNC) and
Greek Cypriot leader Demetris Christofias met at the buffer zone in Lefkosa and
held a three-hour meeting with the participation of their representatives on
Thursday.
Speaking to reporters following the gathering, UN Secretary General's
Special Representative to Cyprus Taye Brook Zerihoun said that territory issue,
the latest developments regarding the opening of Yesilirmak border to crossing
and the meeting schedule for the upcoming 3-4 months were on the agenda of
today's talks.
Noting that the two leaders completed their first reviews on territory,
Zerihoun said they would debate the last topic security and guarantee on July
9.
Commenting on the schedule of talks, Zerihoun said there would be a total of
four meetings on July 9, 17, 23 and 30, adding that the ongoing talks would be
recessed until September after the last meeting to be held on August 6.
After such break, the two leaders will get together again on September 3,
10, 17 and October 2, Zerihoun said.

ANKARA (A.A) - Foreign exchange reserves of the Turkish Central
Bank dropped to 64.8 billion USD as of June 26, the bank said on Thursday.
The reserves were 65.5 billion USD on June 19.
In its weekly bulletin, the Central Bank said that Turkey paid back 6
million USD of foreign debt on July 1. Turkey's foreign debt repayment amounted
to some 6.4 billion USD since the beginning of 2009.
Turkey repaid 15.7 billion USD in 2008.

ANKARA (A.A) - Turkish state minister said on Thursday the
Turkish economy would begin to grow towards the end of 2009.
In regard to 13.8 percent shrinkage in the economy, Turkish State Minister
Cevdet Yilmaz said, we expect that shrinkage will decrease gradually and the
economy will start to grow towards the end of the year.
Incentive package, employment package, consumer private tax cut, as well as
several measures that the government has been taken would make a positive impact
on the economy as of the second quarter of the year, Yilmaz said.
Turkey's economy shrank 13.8 percent in the first quarter of 2009 when
compared with the same period of the last year, Turkish Board of Statistics said.
According to TUIK's figures, Turkey's GDP in the Q1 of 2009 was realised as
21,145 million Turkish liras (1 USD equls 1.5320 TL), marking a 13.8
quarter-to-quarter fall from 2008. GDP at current prices declined by 2.2 percent
and was realised as 211 billion TL.

ANTALYA (A.A) - An animal rights activist has filed a complaint
against an Italian circus which stopped by the Mediterranean province of Antalya
for a series of performances.
Animal rights activist Sila Sipahi applied to the Governor's Office of
Antalya claiming that animals were being maltreated in the Italian circus
visiting the city. Writing a petition, Sipahi gave examples of the ongoing
maltreatments in the circus.
Sipahi said that a 5-meter snake was being kept in a 1 square-meter bell
jar, crocodiles were kept tied in containers of 20 cm depth which were located on
a hot concrete platform and lions and tigers were being kept in 3-4 square-meter
cages.
Pointing to the Law on Protection of Animal Rights, Sipahi said such
treatments were against Articles 1 and 4 of such law envisaging the proper
treatment and sheltering of animals.
As part of her complaint, Sipahi also asked the officials to examine the
ongoing problems in the circus, to impose administrative fines, to cut down the
activities of the circus and to prevent its travelling to other cities.

ANKARA (A.A) - Turkey's Transportation Minister said on
Thursday that the construction of Gebze-Orhangazi-Izmir highway would start by
the end of 2009 the latest.
Turkish Transportation Minister Binali Yildirim held a press conference in
capital Ankara and commented on Nurol-Ozaltin-Astalsi-Yuksel-Gocay Group's
winning the tender for the construction and operation of Gebze-Orhangazi-Izmir
highway for 22 years and 4 months.
During the conference, Yildirim said that the project was the biggest
build-operate-transfer project in Turkey.
Commenting on the total amount of investments made for this project,
Yildirim said the estimated project cost would be 6 billion USD.
The Izmit Gulf Passage and Bursa-Balikesir-Izmir highway will start from
Gebze, pass the gulf with a bridge and connect to Orhangazi. The highway will
then continue from Bursa, pass through Balikesir and reach Izmir. The total
length of the highway will be approximately 421 km. Within the framework of the
project, 30 viaducts, 4 tunnels, 209 bridges, 18 booths, 5 highway
maintenance-operation centres as well as 7 service and park areas will be
constructed.
The existing state highway will be shortened by 140 km, travel period is
expected to drop from 8-10 hours to 3-4 hours and nearly 870 million TL will be
saved thanks to the implementation of the project. Moreover, the second longest
chain bridge of the world will be constructed in the northwestern province of
Izmit as part of the project.

ANKARA (A.A) - Direct flights began between Turkish and Libyan
capital cities on Thursday.
The first Libyan Airlines flight brought passengers from the Libyan capital
of Tripoli to the Turkish capital of Ankara.
The Libyan Airlines will fly between the two cities twice a week, on Mondays
and Tuesdays.
With the flights from Ankara to Tripoli, the number of international
destinations from Ankara's Esenboga Airport reached 39.
In June 2009, the Airports Council International in Europe (ACI Europe)
chose Ankara's Esenboga Airport as the best airport in Europe in 5-10 million
passenger category.

ANKARA (A.A) - Turkey is set to sign an agreement Thursday with
Germany to build six submarines for the Turkish Naval Forces, said a statement
issued by the German Embassy in Ankara.
The deal covers six Class-214 air-independent propulsion (AIP) submarines by
Howaldtswerke-Deutsche Werft GmbH (HDW), a part of the ThyssenKrupp Marine
Systems shipbuilding group, the statement said.
The new class submarines will improve significantly the capability of the
Turkish Naval Forces to undertake longer under water operations, the statement
said.
A signing ceremony is scheduled today which will gather senior Turkish and
German government officials, and naval forces commanders.
Turkish Defence Industries Undersecretariat has said the submarines would be
co-produced with maximum local content at Golcuk Naval Shipyard in Kocaeli,
Turkey.
Defence Minister Vecdi Gonul has also stated that Turkish industrial
participation in the project would be worth around 80 percent of the total value
of the deal.
As the Turkish Type 214 will have a significant amount of Turkish indigenous
systems on board, this variant of the Type 214 will be known as the Type 214TN
(Turkish Navy).
HDW will preassemble structural and mechanical parts of the submarine in
Germany, or classified elements such as the fuel cells and propulsion system and
will then ship them to Turkey.
All electronic and weapon systems, including sensors, communications, and
data processing systems, will be of Turkish design and production.

began on Thursday. Turkey is the country of honor at the film festival this year.
40 Turkish films will be screened during the festival that will take place
from July 2 to 14.
There will be a special section for Turkish director Nuri Bilge Ceylan in
the festival. Ceylan received the best director award with his film Uc Maymun
(Three Monkeys) in last year's Cannes Film Festival.
Several other Turkish directors, such as Semih Kaplanoglu and Pelin Esmer,
will also take part at the festival this year.

ANKARA (A.A) - Turkey's Industry Minister Zafer Caglayan said
they aimed at boosting the business volume in the construction sector to USD 50
billion in three years.
Minister Caglayan told a conference in Istanbul that Turkish construction
sector, the third largest in the world after the U.S., became a globally
recognised trade mark. He said 23 companies from Turkey were in the list of
largest construction companies in the world.
Caglayan pointed out that in order to reach the targeted business volume of
USD 50 billion, the problem of surety should be solved.
In order to undertake targeted contracts, surety letters for at least 20
percent of the total sum will be required. This will bring an additional load of
USD 10 Billion. New arrangements for this can be made in next week's Economy
Coordination Council meeting. Arrangements for Political Risk Insurance can also
be made. These are my personal opinions, said Caglayan.

ISTANBUL (A.A) - The Turkish automotive industry recorded
foreign trade surplus in the first five months of 2009.
The Automotive Industry Association of Turkey released a report in which it
said that the industry recorded a foreign trade surplus between January and May
2009.
Turkey imported automotive products worth 2.9 billion USD, and exported
automotive products worth 4.2 billion USD in the first five months of 2009.
Turkey's foreign trade surplus in automotive industry became 1.2 billion USD
in the mentioned period.
However, Turkey's automotive industry exports and imports were down in the
first half of 2009. Turkey's automotive exports were down 51 percent to 6.4
billion USD between January and June 2009, over the same period of 2008.
According to figures of the Turkish Board of Statistics (TUIK), Turkey
earned 965 million USD from its automotive exports in May 2009, and imported
automotive products and by-products worth 956 million USD. Thus, Turkey had a
foreign trade surplus of 121 million USD.
Turkey's automotive exports were up 13.2 percent and its automotive imports
were up 17.8 percent in May over April 2009.

an international festival in the Turkish city of Istanbul.
Turkish vocalist Yildiz Ibrahimova will take stage together with Dutch
pianist and composer Mike Del Ferro at Istanbul's Nardis Jazz Club on July 6
within the framework of the 16th International Istanbul Jazz Festival.
Also, the festival will feature young Turkish musician Cenk Erdogan and his
band, Dutch saxophonist Tineke Postma, Turkish pianist Genco Ari, Italian
saxophonist and composer Ada Rovatti at the same place on July 4.
On July 7, U.S. musician and composer Melody Gardot will give a concert at
the Esma Sultan Mansion.
Also, there will be street concerts on the Istiklal Street on July 3,
Ortakoy Square on July 5, Kadikoy-Eminonu port on July 6, Nisantasi on July 7.
Also, Turkish singer Ferhat Gocer and U.S. singer Michael Bolton will

Latin-rock performer Carlos Santana will give a concert at the Kurucesme
Arena on July 6.
